Dear Comrade,

            At the outset we pay our heartfelt homage to the departed leader Com. Moni Bose who was the pioneer of the Telecom Movement in India and the one of the fonder of mighty organization BSNLEU. An office bearer meeting was held on 10th June’2010 at BSNLEU Union Office, ETR Division, Telephone Bhawan, Kolkata. Com. Parimal Sarkar, President of the Circle Union presided over the meeting. Some organizational programme and as well as policy decision taken in our last Circle Conference at Asansol were discussed which are narrated below:-

  1. Circle level Organisational programme :- It has been decided to organize Dharna / demonstration programme throughout West Bengal at every SSA H.Q. on the issues related to staff problems, Casual/Contract workers problems, Development of BSNL services as well as to make WBT Circle as profitable circle etc.  Circle Union has taken a decision to extend its full support to the action programme on the issue related to Casual/Contract workers taken by the BSNLCMU Circle Union. Therefore District/Branch Secretaries are requested to stage demonstration on 15th and to organize Dharna on 17th June’2010 throughout West Bengal Circle on the following demands:- (a) Demand for settle the long pending staff issues (b) Make the SSA/Circle  as profitable one. On 24th June’2010 a massive dharna/ hunger-fast programme will be organized at Circle H.Q. to settle the staff problems . Similar type of Dharna programme will be organized at ETR on 16th and ETP & Civil Wing on 18th June’2010 . Therefore Circle office bearers/ District Secretaries/ Branch secretaries are requested to take sincere effort to mobilize the staff members and campaign the just demands of the employees.
  2. Bhopal Gas tragedy :- Bhopal Gas tragedy took place December’1984.  After 25 years the compensation given to the gas victims is nothing. In a recent judgement, a Bhopal court has awarded very simple punishments to some of the culprits. It is a justified question amongst the people of India that the UPA-II Govt. and the supreme Court had acted only under pressure from the US. There fore, All employees should condemn the incidence. District/Branch Secretaries in and around Kolkata are requested to attend the massive demonstration programme at Metro Channel on 16th June’201o at 1730hrs.
  3. All India Programme :- The JAC (Joint Action Committee ), New Delhi met 9th June’2010 and conveyed the decision for lunch hour demonstration on 14-06-2010 and Massive Dharna at Circle and SSA levels on 16-06-2010 for early settlement of the following issues:-

(1)  Immediate procurement of 10 million line this year as assured. (2) Waiver of 3G and BWA  

      (Broadband  Wireless Access ) spectrum charges. (3) Grant of 78.2% IDA w.e.f. 01-01-2007.

      (4)   Revision of IDA pension without any discrimination to those retired before 01-01-2007.

(5) Settlement of ITS absorption issue. (6) Issue of direction to Government/PSUs only to use BSNL/MTNL services.

  1. Condolence meeting of Com. Moni Bose :- A condolence meeting will be held on 1st July’2010 at Moulali Yuba Kendra . Co-ordination Committee of BSNLEU will organize this programme. District Union of Kolkata and nearby Kolkata are requested to attend this condolence meeting. District Secretaries are   requested to organize such type of condolence meeting in their respective Division within 30th  June’2010.
  2. Circle Executive Committee meeting:- Circle Executive Committee meeting is scheduled to be  held on 3rd and 4th July’2010. CGMT District union  has taken the responsibility to hold the meeting. Meeting place will be at Telecom Institute Hall, C.T.O. Kolkata-1. Circle Office bearers and District Secretaries and Sub-committee members are supposed to attend the Central Executive Committee meeting.
  3. Trade Union Class :- As decided in the last Circle Conference at Asansol, some of the District union organized trade union classes. Those are not organized the trade union classes they are requested to hold the classes. Date and time may be fixed with consultation  the Circle Secretary.
