                   At the very out set of the meeting Shri S.Ray, C.G.M.T, W.B.Circle & Chairman, Circle Council welcomed all the Staff & Official Side Members as well all the SSA Heads & other G.Ms present in the meeting.

 

                   In his inaugural addressed he mentioned the following points –

 

·                              Appreciable progress has been achieved after the last Circle Council Meeting, for settlement of the old agenda items.

·                              SSA Heads has also been called in the meeting as Management-Cum-Development meeting will be held in the 2nd half.

·                              Though the SSA Heads are present in the meeting, local issues may not be discussed in the meeting.

·                              Various guide lines has been received during last H.O.C.C. Detailed discussion in this regard will be made in the Development Cum Management which will be held in the 2nd half at the same venue. 

 

Shri A.Mitra, Secretary, Staff Side mentioned the following points –

 

·                          Sufficient information has been given in the brief on agenda items supplied in the meeting. 

·                          Due to presence of SSA Heads in the meeting it will be helpful to get the latest status of SSAs in respect of HR issues as well as development issues.     

  

Then the agenda-wise discussion was started.

Item No.   2 (a)

Unutilized space in our own premises be utilized for store and other purposes.

 

 

PCE(Civil)

Bankura – During discussion GM, Bankura stated that progress of the work is not up to the mark. But PCE(Civil) opined that that work is going on in full fledge and the work will be completed within April 2010.

It was decided in the meeting that parallel work will be continued by Civil & Electrical Wing to complete the work within the target date. Building will be handed over by 15.04.2009 and GM, Bankura will complete the shifting work within 30.04.2010. G.M., Bankura will serve the notice for vacation of the rented building w.e.f. 1.5.2010.

       

 

Jalpaiguri – Modification, renovation work has been completed. GM, Jalpaiguri office has already been shifted. Item Closed.    

 

PCE(Civil)

Alipurduar – After discussion it was decided that shifting work of the C.S.C. will be completed by 15.01.2010.

 

 

PCE(Civil)/ GM,SRI

Suri – Work Order has been issued.  The issue of free access to the construction site was discussed in the meeting. C.G.M. requested to GM, Suri to convene a meeting with other Government Departments viz. Municipality, Police Authority to discuss about free access of the land.

As per request of Secretary, Staff Side it was decided that Foundation Laying Ceremony will be arranged by GM, Suri by inviting D.M., S.P., Chairman, Local Municipality as Hon’ble Guests and free access to the land will be highlighted in the said function.

       

PCE(Civil)/ GM,KSH

Shantipur – Preparation of P.E. is in progress and will be submitted in the 1st week of January 2010. 

CGM informed to the staff side members that after getting permission from the Municipality, tender will be floated by Civil Wing and it is expected that construction may be started during April 2010. 

 

GM,KSH

Rathtala – GM, Krishnagar will take over the building on 19.12.2009 and shifting work will be completed by 31.01.2009. Simultaneously he will serve the notice to the Landlord of the building immediately for vacation of the rented space.

 

GM,KSH

Birnagar – Staff Side members complained that exchange had already been shifted to the Departmental building but rented accommodation has not yet been surrendered. It was decided that GM, Krishnagar will take necessary action to surrender the building immediately.

 

GM,KOL

5, Clive Row – Staff Side members stated in the meeting that some space at 5, Clive Row building are still in occupation of Calcutta SSA. After discussion it was decided in the meeting that GM, Calcutta SSA will discuss the issue with the to the Staff Side leaders and on receipt of their specific opinion,  shifting work will be completed and vacation notice will be issued to the Landlord.

 

     

Item No.      2 ( c )

Trained candidates in Telecom. Mechanic Cadre belonging to Civil and Electrical Wings be given promotion insitu to overcome the problem of shortage of staff in those establishments.

 

CE(E)/   AD(S-II)

CTD authority vide their letter has rejected the request of CGMT to accommodate the above officials on the plea that their recruitment was made by West Bengal Telecom. Circe. A letter was issued to the Civil Wing to intimate about initial recruitment status of above 57 officials. Civil Wing authority has submitted the status of 19 officials. Status of rest 38 officials will be intimated by the Electrical Wing. 

The case was discussed in the detail and as per request of Secretary, Staff Side, CGMT has agreed to convene tripartite meeting between CTD, WBTC & BSNLEU, W.B.Circle.

Regularization of Part-time and Casual labourers.   

 

PCE (Civil)/ GM, KGP/ CS,CTO/ AD(HRD)

A letter in this regard was addressed to BSNL Corporate under the signature of CGMT. But no decision regarding uniform wages of Casual Labourers has been received from BSNL Corporate Office till date. Copy of the letter will be supplied to Secretary, Staff Side.

 

During discussion Secretary, Staff Side complained that PCE(Civil) not yet paid the arrear amount w.e.f. 20.5.2009 though CGMT, W.B.Circle had assured it. He further stated that CS,CTO & Kharagpur SSA are not paying following the order of Circle Office. It was decided that they should implement the order immediately.

Item No. 2/2nd Circle Council

Review of TOA(G) Gr.IV promotion.

Bankura –

 

T.M.  - GM, Bankura intimated in the meeting that there was some doubt about GR.IV promotion in the Cadre of T.M. Now the case has been resolved and it is expected that with the DPC recommendation the case will be forwarded to Circle Office within a week.   

10 % BCR – Cases of 2 Sr.TOA(G) & 2 Sr.TOA(P) have been received at Circle Office in the 1st week of December ’09. Some deficiencies have been observed with reference to their previous upgradation i.e BCR. A letter has been issued on 16.12.2009 to Bankura SSA to submit the previous upgradation details of the officials.

Asansol –

There are some deficiencies in respect of 10% BCR cases of S/Shri S.S.Mondal, Sr.TOA(G) & Shri S.K.Biswas, K.H.Ansari, N.G.Kirtonia, Sr.TOAs(P). 3rd reminder has been issued on 9.12.2009  to GM, ASL to submit the complete check list in respect of the above officials.

After discussion it was decided that D.E(A), Asansol will visit to Circle Office on 7.1.2010 with relevant documents for early settlement of above cases.

Name of Shri T.K.Dutta was not included in the vigilance clearance list. Letters  were issued from Circle Office on 24.08.07, 07.09.07, 12.10.07 to submt complete check list in respect of the above officials. Finally on receipt of report from Asansol SSA order issued from Circle Office on 3.1.2008.     

                  

                         

 

 

Item No. 8/2nd Circle Council

Acquiring a land at Kalimpong for construction of both office building including C.S.C, Staff Quarters and Store Dump in anticipation huge development in that area opening trade route with China and quarter at Singtom under Gangtok Division. 

 

 

 

PCE(Civil)/ GM, SLG

Plan already sanctioned for construction of C.S.C. and O/O SDOT. Foundation work is going on.  Target date for completion of the construction work is August 2010.

 

Discussion regarding some modification in the plan for accommodating IQ/Staff Quarters etc. was discussed in the meeting. Necessary action in this regard will be taken by PCE(Civil) & GM, Siliguri. On receipt of proposal from their end letter will be addressed to BSNL HQ for approval.  

 

 

Item No. 21/ 2nd Circle Council

Competitive examination for promotion to JTO Cadre was last held in the year 1999. Since the year 2000 no such examination has been held in our Circle although the same kind of exam. was held in other Circles in the year 2000. It will be there in the fitness of the things to hold one Competitive Examination for filling up of vacant posts of J.T.O. according to the syllabus for the year 2000.

Vacancy position has been intimated to the BSNL Corporate Office.

 

Total vacancy – 483. Under 35% quota – 338, Under 15% quota – 145. Copy of the list will be supplied to Secretary, Staff Side.

Anomaly/Aberrations – BSNL HQ issued order vide No. 250-5/2005-Pers.III Pt. Dtd. 31.07.2006 on the subject issues relating to anomaly/aberrations in pay fixation in IDA pay scales in respect of the non-executives in BSNL, a good number of employees has submitted their representation to the respective SSA Heads. Requested for immediate solution.

Latest reminder has been issued for anomaly/aberration cases vide letter No. SF/TC/R-6/Corr. Dtd. 4.12.2009 to ADG (Pers.III), BSNL CO, ND.  A copy of the letter was handed over to the Secretary, Staff Side.

Vacancy position has been chalked out on the basis of data received from different SSAs and functional units and the same has already been communicated to BSNL C.O., New Delhi.

 

LDCE for T.M. will be held on 25.04.2010.

 

During discussion Secretary, Staff Side demanded that TMs may be utilised for BTS maintenance, Broadband maintenance works. So that T.M. post may be increased. He requested the CGMT to submit a proposal to BSNL Corporate Office in this regard.     

 

T.T.A.  - Vacancy in the Cadre of TTA is being calculated at Circle Office. The case is under subjudice On receipt of order from Hon’ble Court, action will be taken for holding the examination.    

 

JTO – Vacancy position has already been communicated to BSNL C.O. Copy of the vacancy position will be supplied to the Secretary, Staff Side. 

 

JAO – JAO 40% examination held on  4th, 5th & 6th January 2010.  

 

During discussion Secretary, Staff Side stated that as per BSNL Corporate Office order training is being imparted to SC/ST candidates. On the same line short training may be arranged for the general candidates.  CGM requested to the SSA Heads to examine whether 2/3 days short training may be arranged at local level by involving Accounts personnel.

 

 

  

Item No. 48-A

Problem related to staff posted at C.T.S. Stores – (i) Siliguri – DPC was conducted on 30.12.2002 to fill up the vacant post but promotion order is still awaited, reasons which best known to administration.

Regarding Merger of Fork Lift Driver, no positive reply has been received from Siliguri SSA. As per report of Siliguri SSA vacancy of Driver is available at Siliguri under ETR. But the official is not willing to be posted as Motor Driver under ETR, Siliguri.    

 

Secretary, Staff Side stated in the meeting that the official is willing to work in other posts. It was decided that GM, Siliguri will form a Committee by involving officers  from CTSD, Accounts Wing and effort may be made to settle the case within January 2010.

 

 

 

 

                  

 

Item No. 8/07-08

Permanent posting of deputed staff at different SSAs under West Bengal Telecom. Circle – Delay in promotion to the staff working on deputation.

As per decision of the earlier meeting, deputation cases will be entertained only on medical/emergency ground and one time in a year.

The case of Kharagpur SSA was discussed. It was decided that GM, Kharagpur will release 2 senior officials from the waiting list after 31.03.2010.   

           

Item No. 11/07-08

Problems related with Casual/Contractual Labourers in West Bengal Telecom. Circle – ( a ) Policies should immediately be adopted for filling up of vacant posts by way of recruiting of Regular Mazdoors from the enlisted Casual Labourers ( b ) Process of regularization of the enlisted Casual Labourers should immediately be taken up and the list of Casual Labourers of Krishnagar needs to be finalized ( c ) Supreme Court verdict for equal wage for equal work should be implemented in favour of Casual and Contractual labourers. Policy to determine the wage of Casual and Contractual labourers at par with the rate of Gr. D pay scale of BSNL needs to be adopted. It is most unfortunate that the wages of the Casual and Contractual labourers are varies from SSA to SSA in the Circle though all the GMs have received the uniform order from the Circle Administration ( d ) Identity Cards require to be issued to all Casual and Contractual Labourers. Govt. policy for introduction of EPF and ESI for Contractual Labourers should be followed. 

 

AGM(Staff)/ AD(HRD)

( a ) & ( b ) A proposal has been sent from WBTC to BSNL Corporate Office, New  Delhi for regularisation of Casual/Contractual labourers against the vacant posts of RM/Gr.D. But reply is still pending from BSNL Corporate Office.

 

On the issue of TSM status for the eligible candidates as on 1.8.1998, CGM stated in the meting that documents are being collected from ETR to know their way of T.S.M. process. On receipt of the documents from ETR, the case will be taken up with Corporate Office.

Empanelment of Nursing Home at the Border area of W.B.Telecom. Circle  - The patients of the Border area of W.B.Telecom. Circle like Purulia, Bankura etc. are compelled to come over to Kolkata for medical treatment in the BSNL’s authorized N.Hs which are far from their offices/residences. Nearby Circles like Orissa, Jharkhand and Bihar are also having approved Nursing Home which are situated adjacent to the patients’s residence/offices of those areas under W.B.Telecom. Circle. It will be therefore in the fitness of the things to issue orders to enable our colleagues of those areas to have their medical treatment in the neighboring Circles’ authorized Nursing Homes.

Renewal process in respect of Charnok Hospital has been completed. Renewal case of Restorative Hospital is under process.

 

Regarding approval of Restorative Hospital, Secretary, Staff Side demanded that clear cut decision may be taken in this regard. After discussion it was decided that GM, Krishnagar will look into the case personally to get the refund of excess amount lying with hospital authority. On receipt of report from GM, Krishbnagar the case will be processed further.    

 

A letter has been issued to the SSA Heads viz. Bankura, Purulia, Asansol & Khagapur to obtain the data regarding empanelled hospitals of adjoining circles. On receipt of specific proposal from the SSAs, relaxation order regarding approval of the  hospitals of neighbouring states for treatment of indoor treatment of the employees of respective SSAs will be issued from Circle Office. Union representatives at local level may co-ordinate the issue with administration for early settlement.

Counting of past service in the Cadre of T.S.M.

Necessary instruction has already been conveyed to all SSA Heads to make necessary entry in the Service Book. Special software package for this purpose has been developed and incorporated in the DDO module.

Item No.  21/07-08

Promotion of LDC(TA) to the Sr.TOA Cadre – Already LDC(TA) have been promoted to the Cadre of Sr.TOA and they have completed the training. But the promotional order has not been given to the employees with retrospective effect i.e 01.07.2004.

A Committee was set up for consideration of the case and as per recommendation of the Committee, the case has been forwarded to BSNL C.O. for clarification. 

 

No reply has been received from BSNL Corporate Office till date. 

     

Item No. 27/07-08

Consideration of compassionate ground appointment by the Circle High Power Committee prior to issuance of the present order – A good number of old cases on compassionate ground appointment prior to this new order were not considered by the Circle H.P.C. due to various reasons. Therefore it is urged that all the old cases are to be considered on merit by the Circle H.P.C.  

 

AD(S-II)

The HPC met on 30.10.2009. Out of 13 cases, HPC recommended 8 cases and rejected 5 cases (less than 55 point). Recommended cases have been forwarded to BSNL C.O.

Immediate arrange refund of GPF amount to the employees whose GPF A/C has been converted to EPF w.e.f. 01.10.2000.

Refund of Amount - Order in this regard has been received from BSNL Corporate Office. We are in constant touch with DOT Cell for early refund of the amount.

 

EPF Balance Sheet – A team of A.Os from Circle Office met EPF Authority in the 3rd week of November and they have gathered information that that EPF Balance Sheet for 2002-03 will be issued very shortly. After issuance of 2002-03 EPF Balance Sheet, duplicate copies of year-wise form 12-A representing the monthly deposit details (which were earlier submitted to EPF authority but reported to have been misplaced by them)  from 2003-04 onwards will be re-submitted from this office to EPF authority in phased manner for issuance of EPF Balance Sheet of the respective years.

Presidential Order in respect of T.S.Ms. 

 

AD(S-II)

P.O. in respect of 12 officials has already been issued and order in respect of remaining two cases are under issue.

 

Last reminder in respect of 3 candidates of Siliguri SSA was issued to BSNL C.O. on 20.06.2009. Another reminder is being issued.   

 

Item No. 35/07-08

Distribution of telephone bills through our manpower – It is suggested that the distribution and collection of telephone bills may be manned by our own employees. BSNL C.O. has issued a guideline in this regard.

The case has been taken up with BSNL Corporate Office with full ustification for upward revision of rate vide this office letter No. WBTC/TR-133/Tariff Order/7/Loose/1 Dtd. 11.8.2009. The case was regretted by the Corporate Office.  

 

Distribution of telephone bills through Departmental staff has been started in most of the rural exchanges.

Item No. 1/09-10

Quality of GSM Service – It is informed from the various SSA level regarding the poor GSM Service and complaints received from the subscriber as follows : -

a) Balance drop cases and irregular Excel power activation b) Problems related tariff timings particulars in Magic Voucher c) Problems related to unsubscribe to PRBT and GPRS activation also d) Frequent failure of BTS and signal coverage problems from the BTS e) Performance of Call Centre at CMTS Salt Lake is very poor and bitter experienced.

The case was discussed in details in the Development Cum Management meeting and minutes will be issued separately.

Item No. 3/09-10

Declaration of TTA Result (Supplementary Examination) – The concerned employees are very much restless condition due to non-declaration of the result of TTA Examination. A suitable action with the concurrence of BSNL C.O. may please be initiated, so that the result could be declared without any further delay.

 

AGM(Staff)

Hon’ble C.A.T. has vacated the stay order. Result declared and training has already been started.

 

During discussion Secretary, Staff Side stated that some qualified candidate could not get promotion due to non-availability of vacancy. It should be considered whether they may be accommodated to the neighbouring SSAs where vacancy exist. He requested that Corporate Office may be approached with the above proposal.   

 

 

Item No. 4/09-10

(i) Uniform wages to the casual labourers as per 6th C.P.C. recommendation – Necessary order not yet circulated by the Circle Administration to make the payment of wages to the labourers including arrears (ii) Uniform wages should also be paid to the contractual workers throughout West Bengal State on principle equal work to equal pay. No discrimination to the labourers in the name of listed or un-listed particularly their wages (iii) Regularisation of Casual Labourers -  It is suggested that SSA-wise vacancy should be announced in respect of Gr.D staff as on 31.03.2009 and the same vacancy should be filled up from the listed casual labourers which names are already sent to C.O. for regularization.  

 

 

The case has already been replied in the earlier agenda item.

Regularisation case of Shri Bishnupada Ganguly, TSM as R.M. keeping the seniority with his juniors under E.T.P. – Due to administrative lapses the official was not considered as R.M. It is suggested that the genuinity of the case should be considered at Circle level.

Marketing – To increase the revenue and promoting the BSNL Services, the role of Marketing Division is very much essential and important. But it is reported from several SSAs that the Marketing Team and their proper activities are totally absent. Formation of Marketing Team with proper training and its proper monitoring is very much needed throughout West Bengal Circle. The experiences of the non-executive employees particularly those are working at C.S.C. may be accounted for the marketing strategy.

C.S.C. at C.T.O., Kolkata, new building at Bankura, Jalpaiguri & Coochbehar – The progress of construction work is very much slow. It is suggested to expedite the progress to save the BSNL money.

C.T.O., Kolkata

CGM inspected the progress of the work. Installation of Computer Network is under progress.  Further we are waiting for new guide lines from Corporate Office.

Secretary, Staff Side demanded that CSC at CTO may be started positively within 15th January 2010. 

Finally CSC at C.T.O. has been opened.

Item No. 16/09-10

Outstanding bill realisation work in T.C.O. Kolkata – The outstanding bill amounting to Rs. 140 Crores (Approx.) in W.B.Telecom. Circle kept untouched till date. When the matter was discussed earlier in the chamber of G.M. (OP) with the Circle Union leaders of BSNLEU, W.B. it was decided that the entire process of realization of huge outstanding bill will be started at the earliest opportunity involving the employees of TCO, Kolkata and the work will be done in the premises of O/O the CAO, TCO, Kolkata, 33, B.B.D.Bag (South), Kolkata-1. But it is most unfortunately that almost one year and half month have passed but nothing has been done in the regard by the administration till date.   

 

 

Outstanding Realization Cell has already started functioning with the staff of T.C.O.

Settlement of pay anomaly cases (a) A good number of officials of T.Man Cadre those were granted OTBP/BCR and subsequently they were promoted to Telecom. Mechanic. Now Circle administration issued an order to deduct the amount particularly in Suri SSA. This case was discussed in the National Council Meeting and Standing Committee meeting  but no decision has been taken due to sub-judice.  (b) Shri Bidyut Mondal, Sr.TOA(P), Adra & other some officials applied pay anomalies cases related to officiating promotion to the Sr.TOA w.e.f 01.01.1994 and TDM, Purulia has forwarded the case to the appropriate authority for early settlement (c) Shri Kultal Roy, Sr.TOA(P), Dalkhola, Raiganj  

 

AD(S-II)

( a )             Regarding deduction of T.Ms. of Suri SSA,  it was decided that the case will be examined further at Circle Office in consultation with IFA. If the case can’t be settled at circle level, then the same will be forwarded for BSNL Corporate Office for clarification.

 

(b)                 Pay anomaly - A letter has been addressed to TDM, Purulia asking some clarification on specific points. Purulia SSA has intimated to Circle Office that they have forwarded the case to Bankura SSA as the problem was initially started from that SSA. Bankura SSA will submit the report to Circle Office for early settlement

BSNLMRS problems in WBTC – (i) A good number of BSNLMRS cases of different SSAs kept unsettled till date in CGMT Office. The Staff Side demands immediate disposal of those cases. (ii) The Staff Side is getting number of cases pertain to sanction of advance for medical purposes from different SSAs. In this regard the Staff Side also demands that the financial power should be given at once to the SSA heads (as it was earlier) for sanction of 75% advance for the indoor treatment in the approved NH/Hospital to the employees or their family members as and when it requires.

Circle Office is receiving indoor medical bills without the required documents which are essential as per BSNLMRS rules. As such, for speedy processing of the bills necessary documents must be forwarded to Circle Office.    

 

Except 5/6 cases, all the pending indoor medical bills up to the year 2007 have been settled. As on 30.11.2009, 185 indoor medical bills are pending.

Issuance of P.O. to the staff of CGMT(Office) – It is most unfortunate that the P.O. of BSNL absorbed employees not yet issued but the other sections i.e. ETP & ETR has issued the Presidential Order to the concerned officials.

Information gap at Administrative level – It is observed that the decisions taken in the meeting of Circle Council, the implementation did not take place at lower level. Important issues like curtailment of wasteful expenditure, staff issues, developmental issues were not communicated to the SSA level. Our District Secretaries were not consulted in most of the SSAs. It is suggested that a guideline may be issued to the all SSA Heads to interact/discuss the matter with the recognized union for implementation the decisions which were decided in the Circle H.Qs.  

 

 

It is a normal practice that minutes of the Circle Council Meetings are forwarded to all the units under West Bengal Circle with specific markings in the left hand side. However, all the SSA Heads present in the meeting were requested for early implementation of the Circle Council decisions.

Development and Marketing – BSNL is now entering in aggressive marketing in consultation with the BCG (Boston Consulting Group). Accordingly some project like Uddan, Shikhar, Kuber, Dosti, Vijay has been introduced in West Bengal Telcom. Circle. It is suggested that the projects not only in the Circle level but also at th SSA level may be discussed with the recognised union for prompt implementation. At the same time updated financial condition and developmental activities could be discussed. 

 

GM(Mktg., Sales)

It is the view of the administration that for proper implementation of above projects launched by BSNL HQ, discussion will be made with the unions/associations. Detailed discussion in this regard was held in the Management Cum Development meeting, minutes of which will be issued separately.

Staff issues at CCA/DOT Cell – The staff as well as BSNL pensioners are facing troubles to get their pensionary benefits. EPF/ESI etc. from CCA, DOT Cell. We had several discussion with the GM(Finance) but the problems remains same. It is suggested that a meeting in between CCA/DOT, BSNL and BSNLEU could be held shortly to minimize the problems related to CCA/DOT Cell.

This was discussed with the Jt.CCA, WBTC on 11.12.2009 and Jt. CCA desires that brief/agenda to be submitted through WBTC well in advance so that they can issue reply or fix a date for meeting.

 

Secretary, Staff Side stated that they will submit the agenda items for discussion with CCA, DOT Cell. On receipt of agenda items from the Secretary, Staff Side, the same will be forwarded to CCA, DOT Cell.

It has been noticed that during the recent past the amount granted from BSNL CO regarding staff welfare either the fund downsized or returned back. The staff members are not getting their legitimate claims from the Welfare Fund. It is suggested that from the very beginning the cases should be properly looked into so that the staff may get their welfare grant timely. 

 

AD(WLF)

Grant received from the Central Welfare Board are distributed following the Departmental rules. Book Grant, Scholarship, Financial Assistants for prolonged treatment, financial treatment for the family of the deceased persons  etc.  are being granted to the employees regularly following the Departmental guidelines.

 

However, status of welfare grant received from the BSNL HQ and expenditure made for last four years are as follows : -
