problems still unsettled. Decision for Trade Union movement.
Dear Sir,
We are really very much aggrieved to
note that inspite of several discussions with you as well as your Administration both in deputation or formal meetings many
of our burning problems relating to expansion and development of services still
remain unsettled. It has also been observed
that staff problems are being neglected by the
administration. We wrote number
of letters on Staff related matters
but problems remain
unsettled.
At this backdrop the Circle Conference was held on and from 7th to 10th September’2005 which unanimously decided to take the path of Trade Union Movement. As per the Circle Office bearers’ meeting held on 8th November, this Union had to stage Demonstration, Day-long Dharna at Branch Level and SSA level on 23-11-2005 & 06-12-2005 respectively. We are also constrained to bring to your notice with utter dismay that we had given intimation to the administration on 22.11.2005 about the course of our Trade Union action demanding immediate settlement of some of those burning issues; But any kind of action whatsoever has not been initiated so far. It is further surprising to note that even after being intimated about Trade Union programmes Administration did not feel the urgency of holding a single meeting with the recognized union to devise ways and means towards settlement of those issues. As such there will be no option left to this Union but to adopt higher form of Trade Union action if you compel us to take recourse to such action.
The issues are furnished below:
1. Expansion
and maintenance of Tele-services of BSNL.
Despite the fact that huge number of waiting list for land line telephone connection is lying in our Circle. There is no endeavour in the part of the Administration for liquidation of the long pending waiting list. Maintenance of the existing service is also poor.
Inadequate number of BTS and delay in installation of MSC have stood on the way of expansion of Mobile service also.
On the one hand Govt. policy of FDI hike to 74% in Telecom is endangering the future prospect of BSNL and on the other it appears that the BSNL Administration itself is not also very much concerned about the danger.
In the above background this Union urges upon you to take up the expansion and maintenance of Tele services both Land Line and Mobile with top priority by way of providing connection to all who are in the waiting list. Installation of BTS and MSCs should immediately be arranged overcoming the problems of Ericson and Nortel. Instead of unbundling the copper cables should be fully utilized for Broad Band services.
2. Compassionate
Employment.
Too much delay in settlement of the cases of compassionate employment is actually frustrating the necessity and urgency of such cases. In some cases list of candidates has been approved and in some cases it is awaiting approval from BSNL H.Q.
We therefore seek your kind intervention in the matter to provide employment to the candidates on Compassionate ground to enable the unfortunate families to get rid of their distress.

Regularisation of Casual and Part-time labourers and enhancement of
wages of Contractual labourers, provision of Social security measures for them
like EPF and ESI.
A list of Casual labourers has been sent to BSNL H.Q. for regularization, but since then a long period of two years has elapsed . These unfortunate Casual labourers are rendering their service for BSNL which is not reciprocating at all. There are even pre 1998 August candidates in the list and about one thousand Group-D vacancies are also available in the Circle, but the Circle Administration is hibernating on the issue instead of accommodating them in the available vacancies as per the existing rules.
This should be taken up without further delay.
It may not be out of place to mention that although wages Casual labourers have been enhanced, but enhancement of wages to the Contractual laboureers working under Civil/Electrical Wing has not taken place. They are not even provided with the Social Security measures like EPF and ESI. It requires your immediate attention for necessary improvement of the existing conditions.
4.
Filling up of vacant posts.
A good number of SC/ST vacancies in the cadre of J.T.O. are lying unfilled since long. BSNL H.Q. has issued order for filling up of SC/ST vacancies including those old ones relaxing the standard norms. But in our Circle it has not yet been taken up for any kind of consideration. Candidates who appeared in earlier JTO examinations and declared unsuccessful may be considered for promotion to such vacancies as a special case.
Competitive Examination for promotion to JTO cadre was last held in the year 1999. Since the year 2000 no such examination has been held in our Circle although the same kind of examination was held in other Circles in the year 2000. It will be therefore in the fitness of the things to hold one Competitive Examination for filling up of vacant posts of J.T.O. according to the syllabus for the year 2000.
The case for reconsideration of unsuccessful candidates of the last Competitive examination for promotion to JTO cadre held in the 1999 has already been placed by B.S.N.L. Employees Union, West Bengal to the Chief General Manager a few months earlier. Since the vacancies of that particular year i.e. 1999 are still lying unfilled prayers of the unsuccessful candidates of that year may be reconsidered relaxing as a special case.
The result of the TTA examination is yet to be published. It is felt necessary to work out the actual number of vacancies in the TTA Cadre before publication of the result for TTA examination, so that all the vacancies in TTA cadre may be filled up by the successful candidates of TTA examination.
5. Restructuring
of Cadre with effect from 01-01-1994 for Civil Wing officials.
It is very much surprising to note that the restructuring of cadres has not been given effect from 01-01-1994 to the Civil Wing officials. You will surely appreciate that the cadre restructuring was effective from 01-01-1994 every where in the entire the then Department of Telecommunication. It is therefore very clear that the same should also be implemented in Civil Wing. It is therefore urged upon you kindly to take up the matter to do justice to the officials of Civil Wing without further delay.
A good number of Telecom Mechanic vacancies are still lying in our Circle which requires to be filled up immediately.
6. Difficulties
of BSNLMRS.
You are well aware of the fact that multi various difficulties are being faced by the BSNL employees while availing of the BSNLMRS. The employees working in the Districts are facing enormous troubles while requiring indoor medical treatment in absence of tied up or recognized private hospitals and nursing homes in the Sub-Divisional towns. They use to come to the City of Kolkata which are not possible in all cases. There are lot of inconveniences with the listed hospitals and nursing homes even in the capital city of the state. Problems relating to treatment of human lives should immediately be removed.
