Anil Kr. Naskar, Sr.SS
appealed to give his BCR promotion at par with the junior official as per the
judgment of Hon’ble Supreme Court .
He has cited Sri debab
Prasad Chakraborty who is junior to him got BCR
promotion on 27.11.2001, where as he got BCR promotion 19.10.2002.
You
have already extended the benefit of BCR promotion towards the senior officials
in the light of the Hon’ble Supreme Court’s verdict
vide your letter No.SF/C/P-10/BCR(MDFM)/2004 dated 10.04.2004.But Sri Naskar was deprived of from this benefit, though he
appealed several times.
In
this circumstance I will request you to kindly take necessary action so that
the benefit of BCR promotion could be extended to Sri Anil Kr. Naskar at per with his junior official as prayed for. Copy
of the application from the official is enclosed for your ready reference.

A short not on burning issues are narrated below for your ready reference.
1. Fill up the vacant post in the cadre of Telecom. Mechanic – CGM, ETR already announced the existing vacancy of eight TM posts which is yet to be filled up by GM, Kolkata. In this connection a letter was sent to GM, Kolkata in the year June, 2010.
2. Problems related to NIB & Tax – Staff side demanded for a permanent settlement on this issue. A meeting was held between CTD & ETR where in the staff side was also present. It is learnt that the management has taken a decision to maintain status quo but staff have not received any written document from the management till date.
3. EPF deduction for the seven Contractual Labourers – It is a long pending item for which we have received so many assurances from the management. Lastly the management assured to meet with the EPF Commissioner to settle the issue. We are totally in dark that when these poor labourers will get their legitimate claim. It was also decided by the management that the contractors who have not supplied the balance sheet for the year 2010-11 will be black listed. No such order has yet been issued by the management.
4. NEPP Promotion – (a) Some regular mazdoors who have got appointment letters after formation of BSNL is yet to get their promotional benefit as per NEPP order.
(b) There are few candidates who want to change their option or to forgo the NEPP promotion. Action should be taken as per the application of the candidates, if rule permits.

Rambilas
Das, Ex-TM superannuated on 28.02.2002 and
subsequently died on 4.10.2007. His widow Sumitra Das was used to receive the Family Pension accordingly but
she also expired on 23.01.2009.
Both
Late Rambilas Das and Late Sumitra Das left behind their four
sons and one daughter.
The
daughter is being married and the first three sons are adult. The youngest is Raju Das, who is 14 years of age.
Now
Sri Raju Das is entitled to
receive the Family Pension since he has not yet attended the age of 25 years.
In
view of the above you are requested kindly to instruct the GM, Bankura to process the case of Family Pension in r/o Sri Raju Das, S/o Late Rambilas Das, Ex-TM
as early as possible.
Hope
you will take necessary steps to extend the benefit of Family Pension to Sri Raju Das.

Sir,
Monomohan Seal was an employee of Coochbehar
under Eastern Telecom Region. Both Monomohan Seal
& Renubala Seal were drawing Pension and Family
pension respectively. Now both of them have expired.
Since
there are no other claimant for Family Pension in r/o Late Seal, Smt Ajit Sen
(Seal), the unmarried daughter is entitled to get the benefit of Life Time
Family Pension as per Government of India Notification.
Under
this circumstance you are requested kindly to instruct the Accounts Officer,
ETR, Kshetra Das Lane, Kolkata to process the Life Time Family Pension case in r/o
Smt Ajita Sen (Seal) since the superannuation case was processed by
them, as per Xerox copy of PPO (copy enclosed). In this respect it may also be stated
here that the Surname of the Seal family was changed to Sen
as per xerox copy of Affidavit attached.

Non-refund of EPF contribution to the tune of above Rs 1 crore 20 lakhs by the Roving Eye & BGS Security Contractor.
Sir,
I
like to bring to your kind notice to the fact how the Security Contractor is looting
about 290 Security staff as well as the Department at Khragpur
SSA.
EPF
contribution money to the tune of above Rs 1 crore 20 lakhs (Employees share+
Employer share) of 290 Security Guards were not being refunded by the Roving
Eye & BCG Security Contractors after termination of their contractual tenure
from February, 2010. It was also come to the notice that the contractor did not
even deposit the money in r/o EPF to the EPF Department.
The
above fact was brought to the notice of the GM, Khragpur through a memorandum dated 19.08.2010 and
subsequently through a letter dated 12.04.2011 (copy enclosed) by the District
Secretary, BSNLCMU, Kharagpur. Still GM Kharagpur is sitting idle and even he did not think it deem
fit to lodge a FIR with the Local Police Station against the Contractor, Roving
Eye & BGS Security Contractor, knowing fully well that the Department and
the Security staff are being looted.
In
view of the above narrated fact I seek your personal intervention so that necessary
steps can be taken against the Security Contractor to refund the EPF money to
the 290 Security staff at Kharagpur at the same time the
Security Staff as well as the Department are not looted by the security
contractor like Roving Eye & BGS Security Contractor.
