Dear Sir,

We are confident enough that you will appreciate that misuse & extensive use of Departmental vehicles or Private vehicles hired by Department on rental basis also contributes towards heavy expenditures of the department.

Some questions in this regard arises:-

  1. Who are eligible for Departmental vehicles as per rule ?
  2. Whether one can get transport allowance even after the use of vehicle?
  3. Whether there is any limit on hiring of private vehicles or any no. of such vehicles can be hired?
  4. Hiring of vehicles can be ordered by whom ?
  5. To what extent of Km. Traveling is allowed by Competent authority ?
  6. Whether vehicle can be hired without any tender ? Tender will be done by whom- Centrally at Circle level for the entire Circle or at SSA level by the SSA authority?
  7. Whether vehicle can be utilized other than BSNL duty & purpose ?

Existing ruling in the matter may kindly be furnished to us.

Kindly recall that threadbare discussion was not possible on this item in the aforesaid Council Meeting due to paucity of time. Hope , you will agree that a detailed discussion on this item is urgently needed in the interest of BSNL.

We are of the considered opinion that for the very existence of BSNL both increase of our revenue through various ways including collection of current and old bills and reasonable reduction of expenditure is the urgent need of the hour.

We are sorry to note that we are not collecting dues with initiative but spending lavishly without caring for rules & interest of the Department.

Sub: Grant of 4000-6000 & 4500-7000 Scale of pay to erstwhile Gr"D" and erstwhile TSM

promoted to TM.

Dear Comrade,

You are aware that a big number of Gr."D", TSM & Casual labourers were promoted to the cadre of TM either through screening test or through competitive examination. Similarly some T/man belonging to Gr."D" also were promoted to TM cadre. These categories of staff consequent upon their promotion to the cadre of TM are not being granted the pay scale of 4000-6000 & 4500-5900 taking their past Gr."D" service in to consideration whereas lineman, wireman, cable splicers are being granted those scale of pays taking their Gr."C" service into consideration. Moreover, these categories of staff are being denied OTBP scale of pay till they complete 16yrs. of service in TM Cadre. Department may not agree to grant this benefit to Casual labour & TSM on the plea that they do not have any regular past service prior to their promotion to the cadre of TM.

This matter may kindly be taken up with appropriate authority at the BSNL H.Q. or may be referred to the promotion committee as you deem fit.

Sub : Problems of Casual & Job Contractual labourers.

Dear Sir,

Kindly recall our discussion that we had with you last on 2nd instant. Long days have elapsed but no indication of any types of settlement could be noticed so far. Hope, you will appreciate that while regular employees both Executive & Non-executive have received at least 3 doses of DA after the last enhancement of the daily wages of Casual labourers this poor labourers have not been given neither any benefit as compensation for rise in prices nor any increase in their daily wages as a part of early increment. Kindly note that DOT was used to give the benefit of every increase in DA proportionately to these labourers and this order has neither been revised nor cancelled by BSNL H.Q.

At this backdrop we will request you kindly to grant them a lumpsum increase in their daily/monthly wages. In this matter another a point needs consideration to remove the wide disparity amongst the various rates of daily wages in different SSA of these labourers. Their daily wages varies from SSA to SSAs. We suggest maximum increase to the most low paid and gradually less or increase for the comparative highly paid labourers.

Secondly, a considerable number of post lying vacant in all these SSAs against which services of some of these labourers can be regularized. Moreover, some additional posts found justified can be sanctioned too. Through this process a large number of these labourers can be brought under regular establishment and in this way the requirement of Gr."D" officials can also be achieved.

Lastly, these categories of staff may kindly be provided with a Photo pasted identification card to free them from the harassment either by police or public.

The rates for different types of Job contract labourers require to be reviewed & enhanced suitably.

Hope, you will look into the matter sympathetically so that these labourers are not compelled to take recourse to the path of agitation. Their Union has decided to review the entire situation by the last week of this month.

Sub : Review of BSNLMRS.

Dear Sir,

Kindly note that a thorough review through prolonged dispassionate & threadbare discussion between administration and some of the Council members is urgently needed. Kindly recall that in the 1st Circle Council meeting held on 22-02-2005 it was decided that a separate meeting would be arranged. Representative of 2 Executive Associations may also be involved in the discussion.

Some of the important points for discussion are as follows:-

  1. Patients are being denied admission in different Medical Institutions. ( The root cause of such denial , harassment, humiliation is abnormal delay in paying the accumulated dues to these Institutions.)
  2. Admitted patients are being harassed, humiliated, neglected by these Medical Institution for the reasons stated above.
  3. Department is being looted by charging at higher rates even by undertaking unnecessary clinical test.( appears to be not connected with the particular diseases for which the patients have been admitted.) The charges for the treatment mostly exceed the CGHS approved rate or even their own laid down package amount.
  4. Difficulties in undertaking treatment from reputed or specialized hospitals outside states.
  5. Scope for exploitation by the Medical Institutions have become immense causing drainage of huge amount of money of BSNL since the payment is to be made not by the official of ex-employee but by BSNL.
  6. Retired officials are invariably being harassed, denied and humiliated more.
  7. In the case of some serious disease there is no limit on expenditure as per BSNL H.Q.’s order. Vide another an order the same BSNL H.Q. imposed restriction on expenditure of 5 times of the last pay drawn. This appears not only contradictory but also detrimental to the interest of the patients particularly in regard to their treatment.

The above mentioned points require exhaustive discussion to find out different remedial measures both in the interest of BSNL & its employees and ex-employees.

Hope, you will arrange a discussion immediately. We will try to provide you with some illustrations, examples & suggestions towards remedial measures.
