Dear Sir,
We felt very much shocked & ashamed while going through CMTS Cell, BSNL Corporate office letter No. 53-14/2002-CMTS dtd. 02-03-2005. While going through the enclosure typed in a tabular form we found that except W.B. Circle all the Circles including Andaman & Nicobar island have placed their order for supply of SIMs. Kolkata Telecom Dist. (KTD) our neighboring Circle have also ordered for 58864 no. of SIMs against which they have already received 58,864 no. of SIMs till date i.e. they have already received ordered SIMs.
We are at a loss to understand as to why our Circle have miserably failed even to place our requirement. This indicates that we may have to wait further for expansion of the Mobile Servivc. In our Circle till we could receive our required SIMs against the order which to yet to be placed.
Hope, you will also agree that this indicates our indifferent attitude towards the expansion of the Service. We do not know as to whether we have got any defence to the reply of questions raised by so many people that we are willynilly helping the private operators in the matter.
Whenever we discussed the issue at the level of joint forum of BSNL Executive and Non-executive Associations and Unions or in the Council, a rosy picture was always painted by the administration as if people will get connection on or after 15th April’05. But reality is that we are yet to place our order of SIMs.
Hope, you will be able to appreciate our sentiment & strong resentment in proper spirit that basically we are for improvement & development of our service not only in the interest of our end-users but also for the existence of BSNL.

Sub : Transfer- cases of Berhampore.
Dear Sir,
Kindly note that for the last 2-3 years after Mr. Layek took charge as General Manager of the Berhampore SSA almost every year our staff posted in Berhampore SSA have been subjected to lots of problem on the question of transfer. Resulting to which it was our bounded duty to discuss those problems with the then CGMT and GM(O). We did never face this type of problem in other SSAs. It was some thing unique & peculiar with Mr. Layek.
Features are as follows:-
As per Departmental instruction number of transfees should be minimum and hardship should be less . Staff who completed 6-8 yrs. of service at a particular station may be transferred just to accommodate other staff’s prayer on transfer obviously after they served the particular station for more a considerable period 6-8 years except the stations declared as a tenure station for some specific period. Mr. Layek beliefs in huge transfer that too in distant places no matter he/she opted for those stations. He does not believe in ascertaining options of the staff in the matter of transfer.
This time Mr. Layek had a discussion with our District Union on this matter. Our District Union obviously pleaded for minimum transfer with lesser hardship to the opted stations only. Mr. Layek did not commit anything. He only knows what he will do.
Dr. Chakraborty, the then CGMT assured staff that Salar & Dhuliyan would be declared as tenure station for one year. But he could not issue such order. To honour the Circle Head’s assurance staff posted before he relinquished in those two stations last year may kindly be brought back to their opted stations by the new replacements this year. Question arises as to what will be the fate of these new transferees to Salar & Dhuliyan. We understand that they should also be brought back after one year and this may be continued officially or unofficially.
At this backdrop we would request you to issue suitable instruction to Mr. Layek so that he again consults our union and takes actions in consultant with them.

Sub : Refund of money deducted from staff salary posted at Andaman & Nicobar Island
on account of Tsunami disaster.
Dear Sir,
Possibly you are aware that one day salary was deducted from BSNL staff as relief towards Tsunami victims. One day salary was also deducted from the salary of staff posted in affected areas like Andaman & Nicobar and other island. We are confident that you will also agree that the staff of Andaman & Nicobar islands are also directly or indirectly were victim of Tsunami disaster . They had to purchase essential commodities, food grains etc at an exorbitantly higher prices. Even drinking water including some for other purposes also had to be purchased at higher rate from the market.
At this back drop compulsory deduction of one day wage from affected staff was not desirable. Moreover, Civil Administration of all the affected states have paid a lump sum amount of financial help to the adversely affected all the staff of those places. BSNL Administration at National level has also agreed to do the same thing.
In the circumstances stated above both yourself & GM(Finance) were approached by the undersigned so that deducted amount is returned back to the staff of A&N Island. You were kind enough to agree with our proposal. But sorry to mention here that the money is yet to be paid back to them.
Hope, you will immediately look into the matter and see that unwilling staff are not only immediately paid back. The deducted but also paid financial assistance.

GMM, RNMS ETR Kolkata. Before this change neither our Union was consulted nor the staff were intimated about the change. The change was done arbitrarily without any knowledge of staff side. We are sorry to intimate you that throughout the Circle staff of all the SSAs are being granted this benefit excepting the staff of C.S. C.T.O. Kolkata. It appears to be interesting & unique in nature.

Sub : Increment earned during TSM ship is to be taken into account while calculating Pension etc.
Sir,
You are aware that TSMs have been granted early increment long back by the Department of Telecom. It has come to our notice that increment thus earned by the TSMs are not being taken into account while calculating RMs pension etc. at the time of retirement as RM.
It is highly irregular and detrimental to the interest of low paid Gr."D" staff. The issue was discussed with GM(O) wherein DGM(Finance) were also present.
