BSNL WORKERS OF WEST BENGAL TELECOM CIRCLE HAVE  STARTED THE PARADE FOR A BIGGER FIGHT TO SAVE BSNL & TO MAKE WBT CIRCLE FINANCIALLY VIABLE AND TO PROTECT  STAFF INTEREST.

 

A massive hunger fast/dharna programme was held on 24th June’2010 at CGMT, W.B. Circle office. Similar type of programme was held at CGM/ETR & CGM/ETP. District Unions of West Bengal Telecom Circle excluding the Kolkata based divisional unions have organized mass dharna programme in front of the SSA Head Qtrs. Around 6000 Regular employees and Casual/Contract workers participated this programme throughout the Circle.

 

The main demands of the programme were  narrated below.

 

01.             Take all necessary steps to make the BSNL WBT Circle financially viable.

02.             Settle anomalies arose due to implementation of revised wage.

03.             Regularize Listed Casual Labouers, grant TSM Status and extend social securities like EPF, ESI to all Listed Casual Labourers and wages of both the Casual and Contractual workers as per IDA Pay Scale.

04.             Settle the long pending issues of BSNL WB Circle at the earliest opportunity.

05.             Implement promotion policy without further delay.

 

Hundreds of BSNL employees and Casual/Contract workers have attended the programme before 9 A.M. The Hungerfas /Dharna programme started just on 9 A.M. with slogans on the demands. Around 800 BSNL employees / Casual workers were participated in the CGMT office. The leaders of CTC circle, Store Circle/ CGCC / AIBDPA have attended the meeting and expressed their solidarity support to the workers of BSNLEU/BSNLCMU.

 

President and G.S. of BSNLEU(CHQ) have discussed with Circle secretary in several times in the matter and they have communicated the situation of W.B. Circle  to the management /

 

Massive gatherings were staged infront of the chamber of CGM/Project and CGM/ETR. After serious discussion on the issues CGMs of both the Circle compelled to resolve the demands with a time frame. CGM Project assured that he will move to BSNL C.O. within 15 days to discuss the most important staff issues related Presidential Order to RMs and communicate it to the Union before 7th July’2010. CGM ETR also assured that he will solve the demands with top priority and a review meeting will be held with BSNLEU  on 14th July’2010. Both of them requested to the leaders of BSNLEU to postpone the Hunger fast/Dharna programme. At this backdrop the leaders of CGM/ETR division and CGM/ETP  Division discussed the matter along with Circle Secretary, BSNLEU WB Circle and take unanimous decision to deferred the programme at 15 hrs. and join the programme at CGMT/WB Circle office.

 

Two phases of  discussions were held in between  the leaders of BSNLEU/BSNLCMU and the CGMT W.B. Circle. The leaders pressed upon the Circle Administration to discuss the Matter with BSNL C.O. to solve the problems of Casual/Contract workers. The meeting was failed; Leaders of BSNLEU/BSNLCMU demanded to the CGMT WB Circle that they will continue their hunger-fast programme till the receipt of the  fate of issues  in writing prior with discussion the appropriate officers BSNL C.O.

 

At 2000 hrs. CGMT W.B. Circle invited the Circle Secretary for further discussion. After fruitful discussion CGMT W.B. Circle compelled to give the letters after a discussion with Dir(HRD) to the Circle Secretary to settle the cases on the issues are narrated below:-

 

1.      SSA Heads will be instructed to discuss the development/Maintenance/financial issues  with the BSNLEU for better functioning. The financial Accounts of 2009-10 will be ready by 27th June and necessary instruction will be issued to the SSA Heads.

2.      The decisions of Circle Council meeting held on 11th June’2010 will be implemented shortly.

3.      SSA heads will be instructed for not implementing recovery for cases where gross salary is shown reduced as par  calculation of Wage revision of Non-executives. It will be looked into after getting their individual representation.

4.      Instruction will be given to the SSA Heads to implement the NEPP without further delay. SSA Heads will be instructed  to prepare eligibility list, availability of CR, vigilance clearance etc. for staff who have given option without waiting for last date of option.

5.      CGMT WB Circle will move to BSNL C.O. New Delhi in the next week  to discuss the issues of Casual/Contract Workers with Dir.(HRD) and other concerned officers. He will write a letter to BSNL C.O. on grant TSM status, wages at par recent IDA Group-D minimum pay. EPF etc.

6.      21 cases of compassionate ground appointment were approved by the BSNL C.O. and it will be implemented shortly.

7.      A review meeting will be held with BSNLEU after 15days.

 

After getting the written statement from the CGMT W.B. Circle, The leaders of BSNLEU/CMU discussed the matter  and unanimously decided to defer  the programme. The programme was end at 9 P.M.

 

Circle union feels that the achievement is only the spontaneous and lively participation of workers throughout the Circle. Circle Union also feels that the struggle will not end and it will continue to save the BSNL from the attack  of neo-liberal policies of Central Govt. Congratulations to all organizers / District / Branch Secretaries / Circle Office bearers/ Council members at all level and also the sister organizations. Prepare for united struggle and future movement.
