DISCUSSION AND DECISIONS OF THE CIRCLE OFFICE BEARER MEETING HELD ON

27^TH DECEMBER’2011.

1. Members of Parliamentary Standing Committee of labour is reaching in Kolkata on 2^nd January’2012 . They will meet with BSNL Management and Unions on that date. It has been decided that on behalf of BSNLEU and BSNLCMU Com. Animesh Mitra and Com. Tapas Ghosh along with other office bearers will meet the committee.

2. It has been decided that District Unions should organize the agitational programme at local levels from 1^st to 19^th January’2012 against fund curtailment of developmental and maintenance issues, curtailment/ untimely payments of staff claims like GPF, Medical bills etc.

3. Organisers are requested to take special drive to enrollment of new members within 14^th January’2012 as 15^th January is the cut off date to enroll new members as per BSNL CO order.

4. In memory of 37^th Death Anniversary of Com. K.G. Bose, a Seminar will be held at the call of CGCC W.B. on 4^th January’2011 at University Centenary Hall at 17-30 hrs. Com. Tapan Sen , G.S. C.I.T.U. will speak on the subject “ Occupy Wall Street to Maruti Factory, India- A new vision in Trade Union Movement”. District/Branch Secretaries in and around Kolkata are requested to attend the Seminar along with their members.

5. As per demand of our Circle Union, Development meeting at Circle level will be held on 10^th January’2012.

6. Circle Council meeting will be held on 11^th January’2012 at 1130 hrs. District Secretaries /Council members are requested to send agenda items if any to the Circle Union immediately so that we can prepare the Circle Council Agenda items timely.

7. An urgent special Circle Working Committee meeting will be held on 20^th and 21^st January’2011 at Telecom Institute Hall, C.T.O. Kolkata. District Secretaries are supposed to attend the Working Committee meeting. Therefore they are requested to book their tickets immediately to attend the meeting. On 20^th January’2011 an open session will be held where Com. P. Abhimanyu, General Secretary, BSNLEU will be present. Therefore District /Branch Secretaries in and around Kolkata are requested to take sincere effort to join the Open Session with their members. The Open session will start at 1400 hrs.

8. Circle Conference of BSNLCMU, W.B. Circle will commence on and from 11^th to 12^th February’2012 at Durgapur. District Secretaries are requested to take efforts so that the Circle Conference of Casual/Contract Workers to a grand success.

9. An All India Industrial Strike will take place on 28^th February’2012. BSNLEU/BSNLCCWF /AIBDPA has taken a decision to support the strike. The demands of the strike are mostly relevant to our organization and trade also. Therefore organizers should take effort to campaign the demands to the members and workers.

10. 5^th Circle Conference of BSNLEU, W.B. Circle will be held from 11^th to 14^th March’2012 at Bankura. Accordingly a strong reception committee was formed. Com. Dilip Pal, Secretary Reception Committee was invited to our Circle Office Bearer meeting. He appealed to all Circle Office bearers/District /Branch secretaries to take efforts to collect Souvenir/Coupons and send it to the Reception Committee well in advance. Inauguration, Seminar, Open Session, Conference of Working Women group , cultural programme will be organized in that Conference. Fooding /Lodging will be arranged from evening ,10^th February’2012. Therefore District Secretaries are requested to elect their delegates as per condition laid down in our constitution ( 1 delegate per 20 members ) and booked their tickets well in advance. It is also requested to take effort to elect at least one women delegate in a District union. A separate circular will be issued in this regard.

11. District/Branch secretaries are surely aware that an important resolution on organizational matter was passed in our All India Conference at Trivandrum. From our Circle Union it was repeatedly informed to the District/Branch Secretaries to conduct their Annual Branch conferences and Bi-enniel District Conferences as per constitution. But it is found that some of the District Union did not hold their Branch/District Conferences timely. The matter was discussed in our Circle Office Bearer meeting seriously. Therefore the District/Branch Secretaries those who did not hold their conferences, are requested to hold their conferences within 15^th February’2012.

12. It is also requested to the District secretaries to send their dues quota, donations etc. to the Circle Union Immediately. District secretaries should take effort to remit the quota of the month of December’2011 within 7^th January’2012 so that the no. of delegates could be finalized as per quota received.
