Dear Sir,

At the outset we must convey our gratitude for giving us the opportunity for this meeting with you to discuss on the most burning issue before us even within your busy schedule. The issue which we would like to place before you deserves your personal attention and sympathy. It is about 2270 Casual Mazdoors whose fate is totally dependent only on your benevolence and favour.

It may not be out of place to mention that these unfortunate 2270 Casual Mazdoors are rendering their sincere service for BSNL which they feel, is not being reciprocated. You will also appreciate that it can’t be even dreamt to run the BSNL services without their assistance and active co-operation in West Bengal Circle. The names of these 2270 Casual Mazdoors were duly sent to the BSNL H.Q. as long as in the early December’2003.

The documents of these Casual Mazdoors were verified at different levels by a duly constituted screening committee at the SSA levels and by a committee comprising of the Chief General Manager, General Manger (Finance) and General Manager (Operation) at the Circle level and after being completely satisfied their names were strongly recommended by the Chief General Manager and forwarded to the BSNL H.Q.

The process of regularization of Casual Mazdoors could not be started as it was reportedly under CBI enquiry which did not proceed at all. After being No. 1 Union our CHQ took up the matter with the two dealing officers like Mr. Venkatraman and Mr. S. C. Mishra and as a resultant effect CBI enquiry was stopped and another enquiry under a team led by Sri Ajit Singh, Chief General Manager, Data-Base Network (HQ) was initiated. This team while visiting different SSAs in West Bengal viz. Asansol, Burdwan, Durgapur, Krishnanagar, Kolkata, Siliguri, Jalpaiguri etc. in three phases verified the documents of Casual Mazdoors who had to appear in a sample interview also conducted by the enquiry team.

Since formation of the enquiry team almost a year has elapsed; But no report or recommendation whatsoever has reached the Chief General Manager till date. On the contrary the Chief General Manager’s request seeking clearance for filling up of only three hundred (300) existing vacancies from amongst these Casual Mazdoors has been turned down by Dehli.

It is pertinent to mention that at the present moment there are plenty of Gr. "D" / R. M. vacancies the number of which will be much more than one thousand (1000) existing in West Bengal Circle. All these Causal Mazdoors have been performing duties for eight (8) hours a day, drawing salary form BSNL in their own names through "A" Roll

(Labour Payment Bill); They are being paid Bonus for last three (3) years, receiving increments at Gr. "D" rates and enjoying the facilities like Identity Card, Towel, Soap etc. for last couple of years.

Consequent upon the above facts no one can deny that such enormous delay is causing frustration in the minds of Casual Mazdoors. We have been struggling hard on this issue continuously for last five years. Nevertheless the Casual Mazdoors feel that the period of five years is too much for all kinds of examination and verification for acceding to the just demand for regularization.

In the above back ground we seek your kind intervention in the mater for a break through to remove the stalemate in encadrement or regularization of the above stated Casual Mazdoors.
