Dear Comrade,

Before the commencement of 3^rd Circle Conference at Burdwan w.e.f. 27^th to 30^th December’2007, some important issues and informations are given below.

1. The inaugural session of the 3^rd Circle Conference will start at 1000 A.M. sharp. Comrade V.A.N. Namboodiri, G.S. BSNLEU will inaugurate the session. He is also requested to stay in the subject committee where he could clarify our most burning issues like Wage Revision, 50% D.A. Merger, Interim Relief, Five Promotion, Anomaly / Aberrations , Regularisation of Casual labourers, Pension etc.
2. An Working Women Convention will be held on 28^th December’2007 at the same venue from1300 hrs. District / Branch Secretaries are requested to take sincere effort to mobilize Women delegates on that day. Comrade Shyamali Gupta will deliberate her valuable speech on that day..
3. Another Seminar will be scheduled to be held on that day. CGM, W.B. Circle, CGM, ETP and CGM,ETR will attend the Seminar. The subject of the Seminar will be " Industrialisation in West Bengal-Role of BSNL ".
4. The Open Session of the Conference will be held on 29^th December’2007. Comrade J.N. Mishra, President BSNLEU(CHQ) and other eminent leaders will speak in the Open Session.
5. On the last day i.e. 30^th December’2007 a Seminar on the Subject " Expansion of Tele-services by BSNL in Globalisation arena " will be arranged and Comrade Niliotpal Basu will be the speaker on that subject.
6. Comrade you are aware that the 50^th Anniversary of Co-ordination Committee is at its flag end. On this occasion a programme will be staged to honour the senior leaders of CGCC West Bengal on 24^th December’2007. Therefore, District / Branch Secretary in and around Kolkata are requested to mobilize maximum number of members at University Centenary Hall at 1630 hrs.Sri Somenath Chattopadhyay, Speaker, Perliament ,Sri Hashim Abdul Halim, Speaker West Bengal Assembly, Comrade Basudeb Acharia, M.P. Comrade Dwipen Ghosh will be felicitated in the programme.
7. A Decision has been taken in the Circle Office bearer meeting on 18^th December’2007 that Branch Union will get one Observer Delegate in addition to the number of delegates( in lieu of fraction ). District Secretaries are requested to bring your District Union’s banner and it is informed from Reception Committee that Woolen Blanket will be available in the Accommodation Hall.
8. A massive gathering has to be organized at Shahid Minar on 20^th January’2008. Comrade Buddhadeb Bhattacharya, Chief Minister will be present in the closing ceremony of the 50^th Anniversary of CGCC, W.B.
9. Our All India Conference will be held at Mumbai with effect from 13^th to 16^th February’2007. District-wise quota of delegates is published in Telecrusader-December’2007. District Secretaries are requested to elect All India delegates as per constitution ( One delegate of every 100 members ). Any queries in this regard may be consulted with the Circle Secretary. The delegates will be accommodated at Transit Quarters, P&T Colony, behind Telephone Exchange, Mulund (West), Mumbai-83. Transport arrangement has been made by the Reception Committee from Dadar and Thane Railway Station to reach the Conference venue. The delegation fee and other instruction will be communicated later.
10. A meeting was held on BSNL Transfer Policy on 13^th December’2007. Some modifications were made in the Policy.
11. Next meeting of the Promotion Committee will be held on 18^th December’2007.
