Dear Comrade,

A Circle Office Bearer Meeting was held on 5^th March’2008 at K.G.Bose Smriti Bhawan. Comrade Dhananjay Ganguly , president of the Union took the chair. The decisions were taken through elaborate discussion of which some points are given below:-

1. 3^rd All India Conference at Mumbai :- You are already aware through our Circular No-3 dated 23-02-2008 to hold meetings/ GB meetings and communicate all the members about the policy programme taken by the 4^th All India Conference held at Mulund, Mumbai w.e.f. 13^th to 16^th Feb’2008 within the 1^st week of March’2008 ( i.e. 01-03-2008 to 07-03-2008 ) and report back to the Circle Union in this regard.

2. Organisational Programme on 13^th & 18^th March’08 at the call of United Forum:- Perhaps you have already received the information about this programme . Joint mass meeting at all Branches / Districts/ Divisions will have to be organized on 13^th March’2008 at launch hour and a fax will be sent to the Minister of Communication and CMD, BSNL with a copy to the Circle Union. General Secretaries of United Forum and National Council members will sit in Hunger Strike at Corporate Office on 18^th March’2008. It has been decided in the meeting that in Circle level District Secretaries along with their District Council members will sit at SSA H.Q.s and Circle Office Bearers will sit in the Hunger Strike at CGMT Office. Members & organizers are requested to ensure massive participation on both the days to make programmes successful. The demands are as follows:-

1. Grant Five Promotions to all Non-executive Employees.

2. No Discrimination between Executives & Non-executives.

3. Promotion w.e.f. 01-10-2004.

4. Ensure SC/ST Reservation.

5. Fixation under FR 22(1)(A)(!)—Minimum 10% of basic pay.

3. Observance of International Women’s Day:- The District and Branch Secretaries are requested to observe International Women’s Day on 8^th March, 2008 in a befitting manner. District and Branch Secretaries are once again requested to hold Working Women meetings/convention district-wise and a report should be sent to the Circle Union. Already Circle level Committee meeting of Working Women Group of BSNLEU West Bengal Telecom Circle was held on 4^th March’2008. Centrally it will observe on 10^th March’2008 at C.T.O. Telecom Institute Hall, Kolkata. Circle Office Bearers/ District/ Branch Secretaries in and around Kolkata are requested to take serious efforts to organize the lady Comrades to join this programme at C.T.O. Institute Hall.

4. All India Convention of Casual & Contract Workers of BSNL:- The Sub-committees of the Reception Committee are working hard to make the Convention successful. A full fledged final meeting of Reception Committee will be held on 7^th March’2008. Posters , Chain flags are being supplied to the different District Unions for campaign. District/ Branch Secretaries are requested to decorate their exchanges. The District Unions in and around Kolkata already have taken a decision to decorate the meeting place and surrounding areas in a befitting manner. Once more the District / Branch Secretaries are requested to collect the amount of Rs. 100/- per member and remit the same to the Circle Union immediately as per decision taken in the 3^rd Circle Conference at Burdwan,

5. Observance of BSNLEU day :- 22^nd March’2008 is the anniversary day of formation of the mighty union in BSNL i.e. BSNLEU. It has been decided that the day will be observed in a befitting manner like previous year . 22^nd March ‘2008 being a holiday on the occasion of Holy so that District / Branch Secretaries are requested to observe the day on 24^th March’2008 ,

6. Meeting with CGMT, W.B. Circle. Circle Secretary along with Circle Office Bearers met with Chief General Manager to discuss some pending staff problems to solve immediately. The issues were discussed are given below:-

(a) Recovery of Perquisite Tax on departmental accommodation.

(b) EPF Deduction and withdrawal of GPF amount.

(c) Declaration of Result of Supplementary TTA Exam & JAO Screening Test.

(d) Conversion of LDC(TA) to Sr.TOA.

(e) TM posting at CTD in case of Civil wing.

(f) Officiating of Sr.TOA cadre in case of Civil Wing Staff.

(g) JTO/SDE posting at SSA level particularly at Hill station.

(h) WLL/ Mobile connection/ Revenue collection etc.

(i) GM/DGM posting in several SSA H.Q.

(j) BSNLMRS- Empanelment of Nursing Home including Heart Clinic - Welfare Committee .

(k) Holding of HPC meeting on Compassionate Ground Appointment.

7. Programme at Circle Level:- It has been decided in the meeting of Circle Office bearer that lunch hour demonstration at District/ Branch/ Unit level will be organized on 25^th March’2008 against the negative attitude of the Circle Administration as well as Local Administration towards developmental activities and expansion of tele-services. The said demonstration will also focus the above said issues. Circle level Demonstration will be launched on 26^th March’2008 if the Circle Administration do not take initiative to solve the problems immediately.
