Dear Comrade,

At the outset we convey “Vijaya “ greetings to all of you and  your family members. At the same time we express our strong resentment regarding non-payment of PLI. CHQ has taken up the case with the BSNL C.O. and after that JAC calls upon nationwide Dharna Demonstration on 28th October’2010 at every SSA H.Q.s demanding grant of PLI(Bonus). District / Branch Secretaries are requested to take appropriate organizational effort to make the Dharna programme along with other sister organization a grand success.

 

3 days Strike in BSNL :- JAC has rescheduled the strike programme on 1st to 3rd December’2010. Already Strike notice has been served by the JAC on 15th October’2010 to the CMD BSNL. Now we should propagate our demands to the members immediately. Those District Unions could not hold Joint Convention; they are requested to hold the convention immediately. Date may be fixed after consultation with the Circle Union BSNLEU, W.B. Circle.

 

March to Parliament :- JAC has rescheduled the “March to Parliament “ programme on 15th November’2010. Details will be communicated by the CHQ later. All District Secretaries are requested to send at least 2/3 delegates to “March to Parliament “ programme on 15th.

 

Pensioners issues:- It is reported from the CHQ that Hon’ble Minister of Communications have approved note on Pension Revision of Pre-2007 BSNL retirees. CHQ is making all out efforts to ensure that the Cabinet Note is sent  to Govt. early. At the same time AIBDPA has given a call to organize a Dharna programme at SSA/Circle H.Q. on 27th October’2010 on Pension revision and other related issues.

 

Casual/Contract workers issues: We have organized a series of organizational programme to achieve the just demands of Casual/Contract workers like EPF/ESI , Granting TSM ship and regularization the casual labourers by filling up the vacant Group-D post in W.B. Circle. But the Circle Management has taken dilly-dallying tactics to solve the problems. BSNLCMU may  take higher form of Trade Union action from their Circle Office bearer meeting which is scheduled to held on 26th October’2010. Thereafter  we may also take similar T.U. action throughout W.B. Circle.

 

Promotion Policy :- Circle Union has taken sincere effort  with the Circle Authority to make the payment of Promotion Policy without further delay and accordingly  CGMT W.B. Circle instructed to all SSA Heads to complete the NEPP within 15th October’2010. But it is reported that a few SSA have completed the work. Other District secretaries are requested to take sincere effort so that the members will  get the promotion and arrear payment before Diwali. We feel that the  issue can be  raised to the SSA Heads on 28th October’2010 at the time of Dharna Programme.

 

5th Membership Verification :- Without wasting time organizational effort should be made to propagate our achievement , struggles for democracy , fight against wrong policy of the management as well as the Central Govt. and defend the interest of BSNL as well as BSNL employees. Go to each and every members and propagate it and assure the vote. District secretaries are also requested to intimate the expected vote secure by us and other unions. Various type of false propaganda will continue in future therefore you are requested to keen contact with Circle Union.

 

Zonal Committee Meeting:- All District Secretaries are requested to hold Zonal committee meeting within 30th October’2010 in which Circle Union Representative will be present in the meeting to discuss the “JATHA” programme in details which is schedule to be held on last week of November’2010. Concerned Circle Office bearers attached to the Zonal Committee are requested to contact with the respective District Secretaries for holding the meeting in time and report to the Circle Union.
