Dear Comrade,

At the outset our Circle Union takes this opportunity to convey our warm greetings to all of our members for successful implementation of a Day Long Dharna of Officers and Employees of BSNL with a great enthusiasm at every District on 21-12-2005. Therefore it is well within your knowledge that at the call of Joint Forum of Associations’ and Unions’ of BSNL Executives and Non-Executives we shall have to organize a Countrywide One day Token Strike on 5th January’2006 for which we are to carry on all out efforts upto the grass root level for a total Strike of 100% success at all the Exchanges and Offices.

DHARNA PROGRAM ON 21ST DECEMBER’05

While Congratulating all District / Branch Secretaries, organisers and members for the historic Dharna Programme on 21st December at the call of Joint Forum, New Delhi it is a matter of great pleasure for all of us that at Kolkata Telephone Bhawan a mammoth Dharna of not less than 6000 B. S. N.L. Employees both Executives and Non-executives participated with a great enthusiasm. Leaders of different organisation i.e. NUBSNLW(FNTO), NFTE-BSNL, BSNLMS, SNEA, AIBSNLEA and BSNLEU spoke at length and expressed their unhappiness as well as resentment on the policy of the UPA Govt. to relegate the huge profit making BSNL to a sick Industry. They are very much serious to carry on the joint movement for survival of BSNL and against disinvestment of BSNL.

The next organisational programme in support of Strike on 5th January’05, it was announced from Joint Forum, West Bengal that Street Corner Meetings/ Distribution of leaflets to subscribers/ people will take place on and from 2nd to 4th January’06. A meeting of Joint Forum , West Bengal is schedule to be held on 27th December’2005. After that leaflets and strike materials will be distributed. You are also requested to use electronic media like local cable channel / Local news papers for propaganda on Strike.

As per directive from our C.H.Q. you are also requested to form Joint Forum at SSA level immediately if it has not yet been formed. ( It is reported that BSNLEU, FNTO, NFTE, TEPU, BSNLMS has served the Strike Notice separately )

It is learnt from our General Secretary that about 300 Employees both Executive and Non-executive participated in Dharna at Statesman House and after that a delegation from Joint Forum met to the CMD and served the Strike Notice. The copy of the Notice will be sent for your information.

ALL INDIA CONFERENCE AT GAUHATI IS SCHEDULED TO BE HELD ON AND FROM 26TH TO 29TH JANUARY’2006.

You might have received the circulars from Reception Committee , Gauhati for A.I.C. You have also been informed the number of delegates to attend Gauhati AIC. Names of the delegates with Organisational Posts at your SSA Union should be sent immediately to Circle Union Office. You should enlist the names of the Branch Secretaries at your District who have not been elected as delegates and send to Circle Union Office or contact the Circle Secretary to enable him to take up the matter again with CHQ as some of them can attend the AIC as Observer.

Those District/Branch Unions which could not deposite the Bonus Donation till date they are requested to bring such amount to Gauhati.

2ND CIRCLE COUNCIL MEETING.

2ND Circle Council meeting was held on 15th December’2005. Discussion was held agenda-wise. It is expected that the minutes will be published in the m/o January’2006. Local Council meeting at all level in W.B. Circle should be completed within January’2006 as CGMT desired.

Council meeting at ETR and ETP may be held in January’2006.

CASUAL AND CONTRACTUAL LABOUR.

A State Committee meeting of BSNL Casual Mazdoor Union was held on 20th December’2005 at K.G.Bose Smriti Bhawan. Comrade Dilip Das presided over the meeting. Present organisational position, Regularisation of Casual and EPF/ESI to the Contractual labourers were discussed. Specified order will be issued to the Contractual labourers at Electrical Wing to implement wage enhancement and EPF/ESI. District/Branch Secretaries should keep close contact with the labourers and see that they refuse the wage for the month of December’05 if the enhanced wage was not ready for payment as per the agreement .
