Dear Comrade,

A meeting of the Circle Office bearers of the BSNLEU W.B. Circle was held on 05-06-2007 at 1300 hours at C.T.O. Union office under the Chairmanship of Comrade S.P. Panday. The meeting reviewed the current programme of action held recently. The Circle Secretary spoke at length both on review part as well as his experience of the meeting held on 4^th June’2007 with the Members of the Parliamentary Standing committee on labour at Gangtok under the leadership of Comrade V.A.N. Namboodiri. He also expressed his serious concern on the physical assault on our District Secretary, Coochbehar by FNTO local leader and outside rowdy elements inside the office premises. Following are the items of review and discussion in the said meeting.

1. Propaganda programe of Demonstration at Branch /District Level by BSNLEU/BSNLCMU on 30-05-2007.

Propaganda programme of demonstration at Branch / District level on certain bruning problems scheduled to have been organised on 30-05-2007 have not been held at all in some areas the Branch / District Secretaries of which are requested to organise such propaganda program subsequently within 15^th June’2007.

2. Massive Demonstration at CGMT Office on 06-06-2007.

A Massive demonstration to be launched at Circle Head Quarter on 06-06-2007 jointly by BSNLEU/BSNLCMU on a 12 point demands as decided in the Malda and Bankura CWC meeting of BSNLEU W.B. Circle and BSNLCMU W.B. Circle respectively. Copy of the Memorandum is enclosed herewith.

3. Week long relay Dharna from 12^th June”07.

Perhaps you have received the CHQ Circular No. 21 dated 25-05-2007 on the above mentioned programme. The CPSTU, it its Convention held at Delhi on 11^th March’07 has taken decisions to organise a sustained movement for early wage revision. We had already observed 5^th April’2007 as“Scrap DPE Guidelines Day “. The next programme of week long relay Dharna from 12^th June’07 onwards an sending of telegram to Prime Minister on our demands will be observed on 12^th June’2007. In our Office bearer meeting it has been decided that :-

( Attention to District / Branch Secretaries except Kolkata based District Union )

(a) District / Branch / Unit level will observe the programme seriously and propagat to all members on our demands ( Demands placed in CHQ Circular ). The District / Branch Secretaries are requested to follow the CHQ Circular and Door Sanchar Karmee June’2007 issue on this subject.

(b) Intensive tour programme at all Branch Unit level by the District leadership to all Branches / Units from 12^th to 18^th June’2007.

(c) Mass Dharna at GM/TDM level should be conducted on last day i.e. 18^th June’2007.

(d) Demand day-badge wearing campaign will be observed on 16^th instant. Badge will be distributed from the Circle Union Office immediately.

Districts / Branches in and around Kolkata will follow the following programme :-

(a) On 12^th June CGMT(O) / CGMT(Technical) District Union will organise the Dharna programme at CGMT Office.

(b) On 12^th June’07, a Massive Dharna Programme will be organised at CGM-Project. All Circle Office bearers are requested to attend the programme.

(d) On 14^th June, T.C.O. & Civil wing District will organise the Dharna Programme at CGMT Office.

(e) On 15^th June’07 Kolkata SSA ( Canning St. Branch ) & Q.A Dist. Union & ETR will organise the programme.

(f) A Centralised programme will be organised including badge wearing on 16^th June’2007 at CGMT Office. All District / Branch Secretaries in and around Kolkata are requested to join this massive Dharna programme along with their maximum member.

Rest of the day in between 12^th to 18^th June, District /Branch Unions will continue their Dharna programme at their own places except the above said programme.

4. Series of programmes including Convention and Dharna will have to be organised on 12 point demands during June, July and if necessary in August’2007 also.

5. Meeting with Parliamentary Standing Committee on Labour held at Gangtok on 4^th June’2007.

A Team of Parliamentary Standing Committee on Labour recently visited at Gangtok, Darjeeling, Siliguri and Kolkata from 1^st June to 6^th June’2007. Comrade V.A. N. Namboodiri, G.S. , Comrade J.N. Mishra, President, Comrade Animesh Mitra, Circle Secretary, BSNLEU,W.B. Circle, Comrade Tapas Ghosh, Circle Secretary, BSNLCMU, W.B. Circle were present in the meeting on 4^th June’2007 at Gangtok. A serious discussion was held relating to Casual / Contractual labourer problems. A Memorandum had been submitted by the Circle Union both BSNLEU & BSNLCMU to the Chairman of the Standing Committee. A copy of the Memorandum are sent herewith.
