Dear Comrade,

 

      A Circle Office bearer meeting was held on 29th August’2007 at 249D, B.B. Ganguly Street, Kolkata-12. Comrade S.P. Panday , Vice President presided over the meeting. After threadbare discussion some decisions have been taken in the said meeting. Comrade Animesh Mitra, Circle Secretary narrated the overall situation, which was discussed in the Central Working Committee Meeting held at Bhubaneswar. He also narrated regarding the coming Extended CWC meeting at Kolkata, Casual and Contractual labour problems, Organisational activities at all level.  Next Circle Conference will be held at Burdwan and our All India Conference will be held at Mumbai. After details discussion some decisions have been taken in the said meeting. Comrade Tapas Ghosh, Circle Secretary, BSNLCMU, WB Circle, was invited in our office bearer meeting and he informed that the Circle Conference of the BSNL Casual Mazdoor Union is scheduled to be held on 29th and 30th September’2007 at Howrah.

 

 

CWC meeting of Bhubaneswar called upon a series of programme in coming days to protect employees interest as well as the survival of BSNL. A Convention at the call of Joint forum, New Delhi will be held on 7th September’2007 on expansion of Mobile services, Navaratna Status, Pension etc.  Comrade Dipak Mitra of Circle Union, Com S.P. Panday, of C.T.O. Branch Union, Comrade Rabin Mitra of Kolkata SSA and Comrade Tapan Ghosh from Asansol Division will attend the Convention.

 

Our Circle Union is noticing the dilly-dallying tactics of the Circle Administration. Circle Administration gave assurances to us in a meeting on 4th august’2007 that they could solve the staff problems as well as the Casual Contractual problems like Wage enhancement, issuance of I-Card, Regularisation of Non-regular employees, Krishnagar Casual labourer problems within 31st August’2007. Accordingly, Comrade Animesh Mitra, Circle Secretary and Comrade Biplab Das, Asstt. Circle Secretary met the CGMT, W.B. Circle on 30th August’2007 and remind him regarding the assurances given by the Circle Administration in a meeting held on 4th August’2007. But it is understood that the views of the Circle Administration is not favourable. Therefore we have no  alternative but to resort to Trade Union Actions.

 The Circle Union has also decided that at this juncture the SSA/Dist/Branch Unions should perform extensive propaganda programme against the Govt. of India’s following  policies;-

a)      Foreign Policy, including Nuclear Treaty with America (123 Act, Hyde Act etc.),

b)      New Pension Policy,

c)      Economic Policy,

d)      Winding up of PSUs including BSNL . 

 

 Hence it is decided that following  organisational programmes will be organised throughout West Bengal Telecom Circle to achieve the demands:-

 

 

6th    / 7th September’2007---Lunch hourAgitational Programme at Branch level.

13th September’2007- Lunch hour Dharna programme at SSA H.Q.s.

20th September’2007- Dharna at SSA/Dist. Level.

21st September’2007- Dharna Programme at CGMT (Office ).

 

If the problems are not solved, next higher programme will be organised. BSNLCMU W.B. Circle Union will discuss the problems in their Circle Office bearer meeting and a joint programme will be launched.

 

Extended Circle Working Committee will be held at Telecom Institute Hall, C.T.O. Kolkata. A strong Reception Committee has been formed with the members of 4 District Unions viz. T.C.O., CGMT(Office), CGMT(Tech), Civil wing to hold the 4th  Extended Circle Working Meeting. District / Branch Secretaries are requested to submit a report within 11th September’07 to the Circle Union on the following points as per directives of our Malda CWC.

 

1.      Total No. of Employees.

2.      No. of our Members.

3.      No. of other union’s members.

4.      Any programme at local level on local issues have been organised or not.

5.      Whether Trade Union Classes were organised or not.

6.      Whether any Working Women Group or Cultural Group have been formed or not.

7.      Relation with our Alliances.

8.      Participation in other organisational activities like CGCC, 12 July Committee.

9.      Whether Circulars / Door Sanchar Karmee/ Tele-Crusaders are received timely & regularly.

10.  Whether Internet / Web-site for quick information is used or not. If not what is the reason?

11.  Whether your Branch / District Conferences have been completed or not. If not give the tentative dates.

12.  Any advise on organisational matters which may strong our beloved organisation BSNLEU.

13.  Whether collection of donations from Members on  “ Poor meritorious Student”,  “ Nandigram issue “ Coupon of 50 years of CGCC etc. have been made and remitted to the Circle Union. If not what is the reason.

14.  No. of cases lying unsettled in your SSA/Dist., in which Circle Union’s intervention is necessary.

15.  Whether Council/Core Committee in your SSA/Dist has been already formed and meeting  of the said Committees have been conducted. If not why?

16.  Whether SSA/Dist. Authorities have conducted Development/Welfare Meeting during this period.
