Subject: Regularisation of enlisted Casual Mazdoors including those of

Krishnanagar Telecom District.

Sir,

At the outset I must convey my gratitude to you for providing us an opportunity of meeting the Chairman-cum-Managing Director, BSNL during his visit to this city on 19-01-2006. In this connection kindly recall our discussion with you at Durgapur on 31-01-2006 regarding the situation arisen out of the decision taken by the Chairman-cum-Managing Director, BSNL canceling the list of bonafide Casual Mazdoors of Krishnagar Telecom District. There is no denying of the fact that these Casual Mazdoors have been working hard day after day for last couple of years and contributing a lot to set up an effective and efficient Telecom Network around the vast area of Krishnagar Telecom District along with our regular employees; Their service is no less than our regular Group-D employees. In the above background only under the instructions of BSNL H.Q. three men High Power Committee including one from Finance in the similar line with other SSAs was duly constituted at Krishnagar Telecom District under the Chairmanship of General Manager. This committee after verifying all the necessary documents and on being completely satisfied forwarded these names to the Circle Administration; Then only the Chief General Manager, west Bengal Circle after careful consideration sent these names to the BSNL H.Q. with strong recommendation in the late November,2003.

It is a fact quite crystal clear that the genuine list of 157 bonafied Casual Mazdoors prepared and recommended by a duly constituted committee of Departmental Officers has been cancelled by the CMD, BSNL under the pressure of a fake list of only 16 names as if a light crosswind easily blew an air bus off its track.

It is a matter of serious concern that the sixteen candidates of the fake list of so called Casual Labourers were called in an interview by the CMD, BSNL whereas the same CMD did not consider it necessary at all, to verify the minutes of the three men High Power Committee including the observation of the officer from Finance.

Consequently such a negative action of CMD, BSNL instead of expediting the regularization process has caused resentment amongst the Casual Mazdoors as well as the BSNL workers of the entire Circle which may lead to a massive Trade Union action. The General Manager, Krishnagar Telecom District can not shirk the responsibility of the upcoming events.

In view of the above situation we seek your kind personal intervention in the matter for examining the minutes as well as the relevant documents of the G.M, Krishnagar Telecom District led three men committee duly constituted for determining the names of the enlisted Casual Mazdoors prior to forwarding them to the Circle Administration. And this may help you to impress upon the CMD, BSNL to revoke his order canceling the list of bonafide Casual Mazdoors.

In fine, we would also request you kindly to use your good offices to take up the matter of regularization of 2270 Casual Mazdoors with CMD, BSNL in proper perspective for settlement of the issue at the earliest opportunity.
