APPEAL TO BSNL WORKERS

 

We are privileged to prefer an appeal to the BSNL non-executive workers of the country. Just two years back we came to you asking for your mandate duly giving some promises. Now, we are proud that most of the promises have been fulfilled, you are well aware. We have defended the BSNL’s viability, defended your pension on IDA and also defended your future by scrapping the infamous VRS/CRS proposal brought in by the earlier regime. The United Forum has ensured the highest bonus without ceiling and better perks. We have launched struggles against the wrong policies of Government and management like disinvestment, privatisation, reduction in ADC, unbundling and outsourcing.

 

Now the Third Membership Verification for grant of recognition to the majority non-executive union is scheduled to be held on 19th December 2006 and the result will be announced on 22nd December. The verification will be conducted through secret ballot as in the last two verifications. The notification has already been issued on 16th October 2006. The 2,65,924 non-executive workers in BSNL will decide which will be the majority union.

 

In the last membership verification held in December 2004, BSNL Employees Union supported by NUBSNLW-FNTO, BSNLWRU, TEPU, AIBCTES and AISC/STTEWA got 1,39,827 out of polled votes of 2,62,988 (Total Votes 2,83,919) thus getting 53% of votes polled and 49.25% of total voters.

 

At the time of II Membership Verification in December 2004, United Forum of BSNL Unions put forth a Common Minimum Programme and Charter of Demands to get settled before the workers. United Forum can take pride that most of the items could be got settled by negotiation and also through sustained struggles.

 

Let us have a look at the achievements of United Forum during the last 22 months of recognition of BSNLEU:  

 

1.     Infamous VRS/CRS proposals agreed upon by NFTE was got dropped at the very first instance.

2.     Successfully united all Unions/Associations of executive & non-executive employees to wage sustained struggle to save BSNL & MTNL. Govt. was compelled to give written assurances in the face of strike notice.

3.     Govt. reconfirmed pension on IDA scale.

4.     Continuation of GPF was ensured.

 

5.     LIC based Group Insurance Scheme with much higher benefits was introduced.  Insurance benefits extended for the period from 01- 04 – 2004 to 19.8.2005.

6.     Bank Loan Scheme at lower interest rates was introduced.

7.     Productivity Linked Incentive (PLI/Bonus) scheme on new formula achieved  thus ending the uncertainty of adhoc bonus. Ceiling on Bonus removed this year.

8.     Arrear 25% bonus for the year 2002-03 surrendered by NFTE was got paid by United Forum.

9.     BSNLMRS issues sorted out including enhanced scope for the retired BSNL employees.

10.  Despite hurdles created by vested interests gift of HMT watches are being distributed to all executive and non-executive employees. .

11.  B2 class HRA restored to many cities. 

12.  Meagre Transport Allowance  accepted by NFTE got increased.

13.  Supplementary Diet Allowance and Special Incentive for rural and un-classified areas introduced.

14.  Festival Advance increased.

15.  Maximum period of OT restored.

16.  Retirement /  Farewell benefits improved.

17.  Special steps were taken for diversion of outside quota for promotion of qualified TTAs to JTO.

18.  Benefit of concessional Telephones extended to new recruits. Number of Free Calls also Increased.

19.  Compassionate Ground Appointments restored because of continuous efforts.

20.  Refund of CGEGIS amount is in the final stage.

21.  After much efforts got orders issued treating TSM promoted RMs as DOT employees for grant of pension.

 

There are issues like  regularization of Casual Labours, 5 Promotions, Pay up gradation of Telecom Mechanic, Sr.TOA, Grade IV, Cable Splicer, Motor Driver etc. OTBP/BCR scales of TTA, issues related to Telecom Factory, Telecom Stores, Corporate Office, Telecom Accounts, SC/ST etc. which are at various levels of discussion for settlement and we are persuing the same. The Anomalies in pay  and Civil Wing restructuring, recommended by the Promotion Committee  are at the final stage of settlement.

 

The inherent weakness of the BSNL Management Committee has got to be assessed and corrected, since it is one issue which results in much delay in settlement of staff problems. In DOT, the decisions of National Council could be implemented and orders issued immediately, since the Chairman, Telecom Commission had powers. One of the major tasks of the United Forum will be to ensure that the Constitution of the National Council is suitably revised to enable quick decisions and implementation. The management committee should have more powers, instead of approaching Full Board even for minor issues. Our demand for grant of Navaratna Status for BSNL is very vital in this connection.

 

One of the important achievements of United Forum is mobilizing the entire workers against the anti-BSNL, MTNL policies of government. The formation of a Forum of BSNL & MTNL Unions / Associations of Executives and Non-Executives, the sustained struggles including the massive Parliament March on 3rd August 2006 against Disinvestment / Privatisation, unbundling of local loop, reduction of ADC & USO Fund, sharing of infrastructure etc. as also for grant of Navaratna status to BSNL, development and expansion of telephone services including mobile etc. is a land mark in the Telecom movement itself. It is for the first time that such a joint movement has been organized for which United Forum can certainly be proud of. The United Forum has utilized both negotiation and struggles according to the situation, for solving the problems of BSNL workers. The Hunger strike on 17th August 2006 by the General Secretaries, CHQ office bearers and Circle Secretaries in front of Corporate Office/ Circle Headquarters was a wake up call to management for early settlement of issues.

 

The coming days are very important. The discussion on Wage Revision will start shortly and we have a vital role to play. The anti-worker role of NFTE-BSNL is well known and no worker will agree to hand over the recognition to it at this juncture. The dark days of NFTE regime when demands like reduction in Pension, freeze in wage upgradation, imposition of VRS / CRS, cut in Bonus etc. were raised can not be easily forgotten. We are sure that Telecom workers will never be a party to bring back such a dispensation again.
