An agitational programme was held on 15^th March’2011 at CGMT Office from 1 P.M. to 3 P.M. as per decision taken in the Circle Office Bearer meeting on 2^nd March’2011. A memorandum was submitted to the CGMT W.B. Circle on that day. The following problems are narrated below which were discussed earlier with the GM(Mobile ) GM(HR) & CGMT W.B. Circle on 2^nd March’2011, 5^th March’2011 & 9^th March’2011.

1. At present the two SSAs of WBT Circle viz. Purulia & Coochbehar have no permanent TDM. It is reported that in Purulia the exchange has gone out of order and in absence of the concerned Officer it remained faulty for a considerable period, which causes extreme problem to our subscribers. Circle Union anxiously reported that some outsiders of political parties with anti-socials entered our offices/exchanges and assaulted our employees and lady officials. It should be stopped by the Administration.

2. It is observed that the Circle Authority did not convene Development Meeting for a long period. But it is reported that the Circle Management had conducted a few meeting within this time with the officers but neither the recognized union was informed regarding those meeting or invited. As a result the Circle Union is quite in dark regarding the development matters of our Circle. We demand Development meeting of the WBT Circle immediately so that the Circle Union is aware of the actual scenario of the whole situation.

3. The Authority has issued instructions to the Officers in the field level to curtail expenditure drastically. But it is seen that in the name of fund curtailment the Development and Maintenance work of BSNL WBT Circle has almost stopped which creates dissatisfaction amongst the subscribers as well as the employees at the grass root level. Therefore Circle Administration should take justified measures for the development and maintenance of the BSNL services.

4. Regarding the problems pertain to DR TTAs Circle Authority has assured that the case will take up with the BSNL CO for necessary solutions. In the mean time the BSNL CO has published a notification regarding the recruitment of JTOs, where the eligibility conditions of 10 years will be taken into consideration. But it is heard that in spite of definite order of 7 Years criteria the corporate office does not ready to accept the applications from those TTAs who has completed 7 years service. Circle Union has demanded the authority should take up the case with the BSNL CO at the earliest opportunity to clinch the issue.

5. The Pensioners of WBT Circle are facing immense problem to settle their retirement claims and to get their pension in time. Numbers of cases are lying untouched till date. The Pension revision cases are coming in good numbers from every District. We have suggested that a “Pension Grievance Cell” can easily be opened with the officials of TCO Kolkata, which will definitely solve the problems of the pensioners. But in spite of the CGMT’s assurance nothing has been done till date.

6. Due to change in commutation table, the DOT Cell authority instead of taking any option from the pensioners, unilaterally fix the commutation value of the pensioners which results decrease of commutation amount. We demand that the Pensioners should be given chance to opt in favour of Old Commutation /New Commutation which will be beneficial for them. The DOT Cell Authority does not calculate the Pension of those retired persons who have enjoyed extra increment in BCR Gr-III in the last year of their service.

7. Circle Authority has already circulated the instructions regarding the introduction of the social securities like EPF & ESI to Casual Labourers throughout the Circle. At the same time we are sorry to inform the Circle Management that except in 2/3 SSAs the rest are still in dark and could not extend the facilities to our Casual worker from the Salary of February 2011. It is stated also for your information that the Parliamentary Standing Committee has asked to know the Data and Figures from the Circle Authority in number of occasions but the Circle Union does not know whether the required information in this regard has been sent to BSNL CO from our Circle or not.
